1. I would reduce the size of the national government by half & deploy the rest of the national government office bearers to local municipalities. 

Send the troops to the places that need service delivery. 

Fewer bureaucrats. 

More technocrats. 

2. I would offer ALL South Africans in the diaspora a FIVE YEAR TAX-FREE HOMECOMING INVESTMENT OPPORTUNITY that allows them to reinvest the talent, skills & capital back home & get the first 5years tax free.

4. All publicly elected officials would have to use state institutions. 

Not an entirely new idea. 

Education minister must send their child to a public school. 

Health minister must use public hospital. 

Transport minister must use public transport.

5. Give a 15yr rent-free concession & 50% of start-up capital in grant funding (from provincial funders like GEP, FDC, MEGA etc.) to any entrepreneur with a bankable business plan for any of the fallow factories & industrial areas lying outside most townships.
