GreenCape Opens Applications for South Africa’s First Virtual Power Plant Pilot

GreenCape Opens Applications for South Africa’s First Virtual Power Plant Pilot. GreenCape has opened applications for South Africa’s first Virtual Power Plant (VPP) Regulatory Sandbox Pilot, an initiative aimed at testing how privately operated virtual power plants can function within municipal electricity distribution networks.

The pilot is being conducted in partnership with Integrate to Zero and the Global Grids Catalyst, with the City of Cape Town collaborating on the project. It will examine the technical, regulatory and governance considerations involved in integrating private-sector VPPs into municipal electricity systems.

The initiative seeks to coordinate customer-owned energy resources, including rooftop solar panels, residential battery storage and smart devices, into systems that can provide flexible support to local electricity grids.

South Africa has more than 6GW of distributed generation assets and smart appliances. The pilot will explore how these resources could be used more effectively, with an initial focus on shifting peak electricity consumption to off-peak periods.

A minimum of one and a maximum of four VPP providers will be selected. The initial phase anticipates onboarding approximately 150 homes, primarily using residential battery energy storage, to demonstrate potential value propositions.

Successful applicants will be eligible for incentive funding through two pools. The primary pool will support peak-to-off-peak energy shifting, while the secondary pool will cover other use cases and technical infrastructure support.

City of Cape Town Mayoral Committee Member for Energy Xanthea Limberg said the project would help the municipality understand how customer-owned energy resources could work together to support a more resilient and efficient electricity system.

The pilot also supports the city’s 2050 Energy Strategy. Its findings are expected to inform how Cape Town and other municipalities develop VPP frameworks, engage third-party aggregators and establish incentive models for distributed energy resources.

Applications close on 15 November 2026, with selected participants scheduled to be appointed by 30 November. Setup and technical testing will take place between December 2026 and January 2027, followed by an incentive period running from February to September 2027.

VPP providers can submit applications through GreenCape’s website.
